The icon is an XP elix, but it acts like a combo.

It is full 3X combo: XP, Damage, Armor, plus a fantastic Luck bump and blazing Speed!

As I recall correctly, when they initially introduced Vinnie he gave a free combo elixir which did give faster speed and damage, but the little icon only showed an XP pot, it didn't show all 5 like buying one at traditional cost.

I believe it's probably the case with these free ones, too. So you are getting a combo elixir even if it doesn't look like it.
