They might be rare as colorful bday wings from previous Bday event. They arent in token shop. So yea i guess they are dropping from higher tier cakes. Unless i missed something in plat vendor

By "Furniture" i take it you mean the House/location seller but yes near that npc you can find birthday vendor you can buy multiple birthday events items.

The previous one wasnt hard to get actually, you just have to participate in a forum event which makes it rendezvous because it wasnt explicitly announced that everyone who participated will get it, turned out to be the best birthday surprise ever for participant
