Graveyard Location Exclusive to Halloween?

Hi, I just wondered if the graveyard location will only be purchasable during the Halloween event, or whether it will stay permanently.

One of the headstones in the back appears to say "fart" in runes..

Also, it seems to be like the city local in that it's only for taverns, unless I'm wrong and it can be used on a lodge or some such
