Respec scrolls are account bound?

do appreciate updates always but yeah ankhs would be WAY better. There are many ways to respec and i have so many stashed! Or maybe give the scrolls a high (ish) liquidate price?

I only ask so I know if I should push my little mage to level up fast this week, or tell myself *there's still time* and keep farming points
