The Dragon Flamestone and Badge Upgrade recipes will not appear in the shop until next week, when the content that requires them becomes available. It's all there and ready in the vendor, we're just not selling it while you can't even use it .

The recipe to upgrade the Orb of Ursume is already on all the players. You just have to go into your Crafting UI!

The second phase of Winter is currently slated to begin next week on Thursday, December 22nd around 1:30pm CST. At that time the Brood Dragon part of the event is currently scheduled to begin. Until it is available, things like Dragonflame Stones, and the Brood Dragon Hearthwyrm will not yet be available.
