Suggestion: drop the crafted orange implant level requirement
How about dropping the crafted orange implant level requirement from 25 to, say, 20. Right now, no one in their right mind would craft or use any of them.
It just might help spur up the sales of some of their material requirements and there'd be a little more to do along the way.

Cahaun I don't think people will craft any because the green ones are just better. Lowering the level to 20 would encourage their use more! Maybe even putting in some new implants for higher levels...?
