You need to follow the dead city quest and complete them all.

yep just start all dead city quests pick em up drom all dead city maps. aswell in kraag next to the canon are some quests which u have to complete for dead city. just make sure u get em all.

It took me alot time aswell when i did it for the first time. Just be patient and search

There are some Quests in the 3rd map for example beating Antee, also in Tavern's there are multiple Quests.. maybe u should take a look there it could be u missed some there.

Follow the questline starting in Kraag's tavern or NPC in Dead City's Outskirts.
