Where can I go to craft higher lvl items I went to the guy in forest haven but. He only had items lvl 15 down. Also how do you craft?

Go to the guy in muck hovel town you can craft high lvl there. You will need a recipe the base gear and the crafting componets.

What level are you? Here is the basic breakdown of crafting currently:

Burke in Forest Haven can craft a level 1, 5 or 10 helm and a level 5 or 15 armor.
Farrow in Balefort Sewers can craft level 55 items only; helms, armors, and weapons.
Nuri's Blacksmith in Nuri's Hallows can craft level 60 items only; helms, armors and weapons.

Im lvl 30 looking to craft something high lvl and pricey the nuri one should work

You don't have access to the Nuri campaign yet at that level; unfortunately the only things you can craft currently are Forest Haven items. You can get to Balefort Sewers at level 48, but unless you have teammates that are 55+ the legendary items that drop may not be craftable.
