Yes it does
Got 1 but sad to say it didnt have the aura thingy. Any devs can explain why it has no aura compared to lvl 30 one even its arcane too?
I thought all the arcane artifacts will have the aura. I also thought there will be only lv30 not lower. 😐 My mistake I suppose.

Both are arcane artifacts just a different level so both should have the effect imo.

I agree. No harm giving thelvl 2 artifact an aura effect too because imo it wont affect unless if it's in stats wise.

The level 2 artifact is rare, hence the green icon and the lack of aura (exactly the same as the non-Halloween artifacts)
Rare items dont have 4 awakening slots...lol
