Disabled xp kills

The assertion that it wasn't fair during the 66 cap but it would be fair now that the cap is 100 doesn't make sense to me. Can someone explain in more detail? Thanks.

What he means is a level 71 can go farming with disable xp on(so he doesnt level up) and still gets PvE kills so its not for nothing and at least something is moving up while he is farming

Basically it wasn’t fair because back then kill rates for lower levels (2-3k an hour) were super high compared to level 66 (maybe 500 an hour?). Now a level 100 can 1 shot its enemies just like lower levels can so there is no advantage to disabling xp and farming kills. In fact, level 100 farming in the AE maps gives better kill rates than the lower levels get now
