Heroic Gloom less passive than normal Gloom

I noticed Normal Gloom have better passive unlock than Heroic Gloom at lvl 15.

Normal Gloom lvl 15:
Passive: Damge Multiple Targets, Reduce Speed 15%, Hit Chance 15% and apply Spreading Poison

Hero Gloom lvl 15:
Passive: Single Target, Reduce Dodge 5% and Hit Chance 10%


Isn’t it suppose to be Heroics are the “upgraded version” of normal?

I believe all heroic pets have a weaker passive ability than their "normal" versions.
This generally only applies for lower levels, eventually the heroic passive abilities catch up with their predecessors.
