I only have a starter house It has 3 Locos Forest , Mountains , Volcano then a empty Spot too me it as If I can fill it with a Location.
But I dont want too waste all my 3.5k on The Graveyard if it wont go on my little Bed Sit... So can the Graveyard be used it on a Starter House ?

No! U can NOT use grave in your starter. The only locations for starter are the forest volcano and mountain. Graveyard and city and snow thingy are all for TAVERN. Buy yourself a tavern and you're all set!
Thank you so much You just saved me wasting 3.5k on a Graveyard I can maybe get the house thats around 1.5mill
