+1 ONLY if it is lev 10 arcane artifact and with lower stats then current one (something like speed set, that you have 3 different ones)
My idea : A semi-transparent spinning shard of ice ( or crystal ) shining with blue light traveling around your character leaving behind a trail of the ker'shal scepter particles recoulered to light-blue

The stats of winter artifact can be none class based, perhaps Goldloot,speed,luck, or it can simply just have a freeze proc ?

Back to main topic, another arcane artifact just for a winter aura is not very productive imo. So -1 in the end.
What could be cool at this point would be to do as they did for wings, separating them from vanities. So to have different slot for ground and air auras. Just an idea

If you’re really worried about the stats it could also be like the deary ring, giving stats as you level up, Im sure it wouldn’t cause any problems for the remaining twink lvls; just really want a nice winter effect
