Flip sighting with "teaser" message... Decoding in progress!

Today several other players and I had a sighting of BOTH of the QA Ninja's. (the story gets better) I curiously asked Flip "do you have an announcement". After 5 minutes had passed Flip said "I have an announcement, DEV COMING THROUGH TRAFFIC!". After several HOURS of decoding I have came up with three plausible explanations for this code.

Decode #1
Silent, I need you to decode this. Tell all the forumers that I will be giving away 1 billion credits on */*/*
. Make sure Sam doesn't see it! It's coming from his stash!! *evil laugh*

Decode #2
Car go fast, dev run faster, dev run very fast!!!

Decode # 3

Note all of these "decodes" were made by me! Silent Decodes are proven to be 99% inaccurate!
