Make OKTAL Towne available for lower levels!

I was thinking about it for a long time, Seem like a good idea , give me some the feed back what you guys think Thx

I actually like that oktal is for high lvl only.
I never go to balefort anymore because of the amount of beggars / spammers / scammers there.
Anyways, lower lvls can enter the towne if they have an oktal pet, even with Lil loko.
