Regarding Samael debuff in pvp

I had leveled up Samael to 66 in hopes of enjoying the end game, only to find out that Samael passive is debuffed in pvp...

Why is this done?

I had leveled up Samael to 66 in hopes of enjoying the end game, only to find out that Samael passive is debuffed in pvp...

Why is this done?

At 66 endgame, every kind of heal its nerfed by 50%, even the heal and mana that pets gives, it doesent apply only to samael, but to rogue heal, tanks heal, and mishi mana.
