Doesn't STS have to disclose odds of Locked crates?

Out interpretation of this:

3.1.1 In-App Purchase:

Apps offering “loot boxes” or other mechanisms that provide randomized virtual items for purchase must disclose the odds of receiving each type of item to customers prior to purchase.

... is that it refers to Loot Crates purchased directly from the Store via In App Purchases (the header 3.1.1 is specifically for In-App Purchases).

Our crates are purchased for Platinum, a virtual currency that is available via a variety of means.
