A "moonshine shield" is also known as a "hooch shield" it is a L30 - L35 item that you can get from farming the Ancient Swamps I had already forgotten where it drops but I have the L30 version of it that is needed for the completion of the achievement.

I believe "Sniper's Hoppin' Hooch" does the trick. I got True Legend years ago and I think I remember using that.

The pink has its uses in the realm of 30 and 35.

At op, searching 'hooch' in the shield section of the CS will get you the shield you need to complete your quest : ) (the item name is hoppin' hooch, but it is coined as the moonshine shield due to its resemblance of a moonshine bottle). They should be relatively cheap except for the pink 30, 33 and 35 ones. The best map to farm is 'bayou boss brawl', just clear the right half of the map and you have 5 chances at a drop + mobs.
