Upgrade flame staff from 47 to 51

Hey guys,
Just come back to this game again
I wondering, why in auc theyre selling flame forged lv 51, but if i bought with gl coins, its only lv 47? Is it upgradeable?

There's no way to upgrade them, I believe the only ways to get the lvl 51 mythics are: -Drop from elite Underhul
-Elite Heretic chest (Chest drop from bosses in elite Underhul)
-Cryostar locks
