There is a couple quests you collect and turn in in the maps instead of in town, try running through and chatting with everyone. There is 1 quest that was removed i believe so getting that 16/16 unfortunately can't happen

The highest you can reach is 13/16. I’ve done the introduction quest too. I’ve also looked as far as going to Wildewood and did the quest to turn in to Leeah, a mage that is in Forrest haven. It didn’t change much.
