Elite journeyman was a reward for participating in the ''tour of arlor''. It's not tradable and worn mostly by PvE players.
It's not as rare as (rare) heraldic, crier, forebearer or tabard.
There's also epic heraldic and forerunner which have the same design.
Crier, heraldic and forerunner are the only items from this same design that are tradable.
Tabard, forebearer and elite journeyman are not tradable.
I really love the design of this item and I hope there'll be more of these, but in a different color and more importantly, the same rarity.

Atm only two forebearers active in game. Myself and Danley.
Most rare is Arcane Tabard set.

I love the forebearer's set! Wish I had the chance to obtain one back during the video contests! Elite journeyman was an awesome surprise for those running elites non stop for a month! Would be nice if STS would do some forum contests for goodies again!
