Do I have to do another quest to unlock Odyssey Part 1 after I find 150 power cell crystals or is that the one that after I complete it I get to go to Odyssey

Yes. you need a dimension key which means you need to collect 200 crystal shards from bog. Quest is called Xar Lat'ko
Riksa gives quest I believe in Ok'Tal town and you need to be at least level 91 to pick up quest.

Note that the quest may be hiding behind the Prison, Dungeon, Maze quests Riksa gives out which is why you may not have noticed it.

once you collect 150 power cells to energize the ship you need the key to fly it to odyssey and that is the result of the next quest which is 200 crystal shards.
