I'm guessing they don't want tens of thousands stashed away. I guess they figure if you want em then you gotta keep them on your person,which cuts your overall space.

It's honestly random - they had some reason way back then, but not that reason is obsolete, and we're left with hundreds of different rules for different things (i.e. speed stacking rules, stacking rules, stashing, etc.).
