It should be way more than that.
If you compare Level 51 Mythic Weapons (Flame Forged), Daggers have: 184 armor and Staffs have: 55 Armor.
So if level 71 daggers are getting 427 Armor, Staffs should at-least get around 125 armor.

Was just making a point but i like how u broke down the armor stash, 24 armor on a level 71 staff is ridiculous. 125 armor sounds good
