Cant go to new maps

I am level 67 and cant go to festerfang area. It says do not meet requirements. I have talked to guide in chancel, but still cant access festerfang. Anyone know requirements?

Go inside the building in Chancel of Light, on the right side there's some reptile thing, talk to it and you will be taken to a straight map. Go through it and you'll reach new town.
