ice bolt mastery freeze chance on boss

frost bolt ice mastery freeze chance does not apply on lord orrick as i don't see it do so.. ? it is also classified as a "boss" no red circle?

Lord orrick is not even an event boss ....

Dont bother use ice on boss. The chance is extremely low, not worth. Use your pet aa, such as glow stick, more reliable.
