Blue awakening gem banner?

I see this banner quite rarely as I do not know how to obtain it. I have used an amazing amount of the awakening gems on items, and I have went through the character achievement list, but the one thing I haven´t done is ask someone, and today is the day I decide to ask a question to the community.

Any answers on how to obtain the Blue Awakening banner?
