I put my daggs on cs, and then i cancle it, why do the level became 1 again

This should be fixed in the next patch - check whether it's the correct level now though, as it should have been restored to the correct level unless it was equipped and xp gotten without having reloaded from the db. If it's still reset, pm me the character name and I'll take a look.
