This sounds like the failures are when switching servers, in which case it's probably one of a few things:
* blocked ports - ports 4050-4099 should be unblocked (if this is the problem, based on the description it's probably port 4071, 4073, or 4076)
* blacklisted ip addresses - these can change as we replace hardware, but as of this post the following need to be unblocked: 18.232.132.115, 35.153.133.249, 35.153.69.21, 54.89.79.232, 54.145.41.17, 54.152.44.107, 54.152.129.235, 54.157.46.115, 54.208.45.26, 54.211.198.236
The web client likely isn't having the problem as it uses different ports (443 and 14100), and only 2 of those addresses.
It likely works with vpn because the port or ip block is somewhere between you and your vpn provider.
