heroic blinky's passive debuff less armor than normal one, is this intended?

lv12 hero blinky passive: debuff 15% armor
lv12 blinky passive: debuff 20% armor

please tell me if it was intentionally or supposed to be at least identic with normal one?

most of heroic pets improving their passives at lvl 10 / 20 / 30 / 40
most of legendary at lvl 5 / 10 / 15 / 20

(at lvl 40 ur heroic blinky will have same passive as legendary blinky lvl20)
