Acording to my calculations the royal vanity drop rate it about 2-4%, without dawn elixir.
So every 25-50 Dawn dragon kill, you will have one.

During the last Brood-kill section, our party did not use any luck reroll things at all (for test reasons).
Imagine:
The Royal vanity drop rate jumped (by 30%, because we had 30% luck reroll rate) up but we did not get soo many dawn weapon craft ingredient.
One of us even got a Heroic Krampus.

Fun to understand that Luck gives no luck...

I would like ask, how can I craft this vanity weapon, if I can't craft energy kits (even if I have enough energy essences) and either can't loot ice scales?

At least I hope, I can save this recipe in my inventory for one year, and will be able to craft it at next winter event.
