Where’s camp boulders?

You should be able go go there first time by taking quest and going at the hot-air-baloon.
Any other time by quest or hot-air-baloon

Talk to the Ministrel in the Stronghold town........ The "Unstoppable Quest" is where camp boulder is........

Well as you take a quest from Ministrel's Daily Quest, it will lead you to camp boulder as it will show you in the balloon. However, if you do turn in all of the quest that related with Camp Boulder, you won't able to enter the camp.

Unless you make a party with someone that do not turn in the quest as I mentioned above, you won't have any problem to enter the camp again. I do advice don't turn in the quest.

Go to Stronghold [Yodeler], you need to get the "Unstoppable Quest" then it will show the Camp Boulder together with Mount Spyr and Tunnels of Valheim.

You need to finish like 4/5 of main Nordr quests before Yodeler will speak to you.

Before recently, Camp Boulder was always avail once you are able to get it, whether you have the quest or not. That is still true for my lower level toons that can go to Boulder. That is no longer true for my endgame toons that can go to Boulder. For them, they have to have the daily quest w/o turning it in order to see Camp Boulder as an option. They can, however, join into the zone.

Get quest from Olde Yodeler and then you will see camp Boulder.
