Hrm - not sure what to tell you here. I set the exact same quest state that you have, and he offers the next quest to me.

Does 'Completing the Armor' show in the available section of the side quest tab? It should be between '[Elite] King Of Cups' and 'Arcane Parchments'. (Also its go to button sends you to the wrong place if it is there, but I'll fix that).

Ah, ok I see the problem - it's blocked because you don't have access to Nordr 3 (Oltgar Keep). Since I fixed the dungeon it sends you to when you don't have it, it will show as available after this week's patch. If you want to progress on it before then, run Nordr 2 (Mount Spyr) to unlock the one you need.
