Hot Flash Combo Timing

Can someone explain in depth how to hit the frost light fire hot flash combo every single time? I have been trying to practice and get it down, but I just don't get the timing.

Wait until the enemy, (if mage) heals to use frost.
Then follow up with a quick lightning and use fire once you see an ice effect surrounding their character.

I did that. Sometimes I did not get the combo even when the ice effect was there

Lag may ruin your timing.

Best to practice different sorts of combos in PVE first if you are new to PVP then move in a private game with a friend and see if you can continue hitting them with it.
