Will the L15 Bear gear include a sword/melee weapon?
If so, I don't think they will be useful at all considering there is no beckon at this level to help them with tanking & gap-closing.
Bears need some sort of ranged weapon to compete at this level - perhaps a talon for bears at levels 15-21 could be considered?
