ebon gun not dealing damaage to "enemies" (Swarm shock)

The gun AA Swam Shock suppose to deal damage to enemies? I dont see that happening seems to be dealing to 1 mob only with purple smoke.
How many enemies is this process suppose to damage?

Most of guns are single target. Looks like ebon rifle proc is same as bow if we talk about targets, only 1. If we talk about dmg, is like 1/10 of bow....

The process is misleading then as enemies means few mobs...

The gun is supposed to hit single target and same goes for the proc. I think description says enemies (plural) cause the proc can work on a mob, on a boss, or on a player.
