Not a bug. Energy just comes back over time, not because an event started.

Yeah, to further on that; there's usually a cooldown between energy events, or a filler, you've always got energy, at all times, you just can't see or use most of the time, and so it still requires its regen time, and so when we jumped right into the next event it didn't have that time. I myself started with 3 cause I stopped playing the fields event early. Hope that explains it better! (And that I'm correct &#128514
