H Oconi (20% dmg, 25 primary, 25 all stats) vs Toor (15% dmg 15 primary, 15 all stats) Toor seems to give more dmg based on the ss below.

This should be fixed for the next update, H Oconi was giving 1.2 damage instead of a 20 percent damage multiplier.
