I can not buy in the app store!

I played the PL for several days and now reached level 13. As a result I want to buy the extensions in the app store, but I can not buy the items listed in the specials. I buy the items as follow: firstly I login the games, and then I touched the specials, and then I can find purchase items, I tapped the purchase key and it went to the main table listed with Avatar inventory skills and so on. on the right hand, it displayed with the words" in App Purchase disable". Why ? I know some other players buy the extension and reached level 20 or higher. Please help me, thanks a lot!

I sorry that after I reinstalled the game the problem also remained. Why? does anyone else also have the problem?
