No daily quest in City of kelys.

I dont know if anyone else has had this problem but I can't get the daily quest called "Armor Fragments" from Jerril in city of kelys on my hc toon. In the quest list it says "You do not meet requirements. Complete more quests" but Ive done all the story quest and there doesnt seem to be any side quest that would trigger it. Also this is only on one toon, I've got it before on all the others. Not sure if I'm missing something or it's a bug.

[Daily] Shadow Wolf Fangs is a prerequisite.

Oh but this was never the case before. Previously we could get all the quest of shuyal and do it altogether. So why the sudden change? coz now it means running the same maps couple times extra from what we had to do. Can this plz be fixed back to how it was. thanks.

It hasn't been changed, the prerequisite has been there since the quest was created. You have to complete [Daily] Shadow Wolf Fangs once before [Daily] Armor Fragments is available.
