reflective procs don't have cd in towns/house

- saw many times how warrior getting ebon aegis procs in festerfang "pvp" without any delay... One proc just ended and after 1 sec he getting next proc
- got 2 procs of ebon staff in house without delay also (on summoned mob by cursed tome)

If shield isn't trigger during aura then there is no cool down for next proc. it applies to all maps.
