Basically you want to punish players for playing the game?
This will just demotivate players from running PvE maps and bring back the usage of lifegiver as mentioned above, heck some rogues will most likely even use medic packs in PvE!!!

Make those expensive and ofcourse in exchange make all maps a gold farmable with 200gold/mobs dropped without goldloot items so the poor players will not hesitate to run and can earn enought to improve their gears and get good pets, etc...
Make ideas that all players(characters) can get good benefits not a one sided ideas
