If i use xp elexir while turning in a quest does it double the quest xp or just works when killing mobs?

Depends, if you're using 60% bonus then you will get 60% of the base quest xp on top of the normal xp u would get for turning it in.
E.g 60% xp elix on a 1000 xp quest will give you (60% of 1000 = 600) 1000xp (normal xp) + 600xp (xp bonus) = 1600xp

60% exp 30 min will not stack with 10 min runner. 50% does stack with both the 60% runner or the 30min one.
