Arcane chests lv16 drops in any Dead City maps but the drop is incredibly rare. I think you have a chance to loot for around 0.001% percentage. I used to farm arcane chest in the last 2months, I started farming in the morning 'til the evening, sadly, there is still no drop and I gave up.
