Nope it only stacks with plat-bought elixirs or free elixirs from watching ads.
Doesnt stack with elite elixirs which u can drop from elite runner chests, or those u drop from lockeds.
It has always been like that.

Heroic Oswald passive is not damage %. It's raw damage and ofc it will stack both elixir

Not a bug, only highest is used for damage multiplier buffs.
