Well Blackstar's snow could either be advanced holographics, or they've managed to essentially put snow makers in all the vents. Expensive and the mess on the floor would be horrid, but a colony/ship rich enough (like BlackStar must certainty be) could do it for special occasions.

As it was stated before update there's malfunctioning of BlackStar climate control systems
