Balanced staff

Umm, I don't know if this was always like this but the balanced staff proc, the dark proc with the clouds only procs once per mob, like let's say in fester and maus, the proc works 100% of the time on the first hit and if the mob is not dead yet the proc won't work on the same mob . Is this intended? Or is this a bug, thanks.

I think it is a bug, it still works till now. But even if there is no cloud anymore the reflection still works
