Im not sure but there is a rumor u get better odds for rare locked loot on low levels... idk though

There were some lockeds that did not drop the endgame (max lvl) epic gear for levels. On lower chars u were more likely to get better stuff like lixes which compensates the cost of the chests a bit too. However, for recent lockeds it does not work anymore.

For example, a Blackbeard hook is level 26, so if your level range around 21-26, I think, maybe you have a bigger chance to loot the Blackbeard hook than above level 26.

I have heard this but never had any luck with it... So I wouldn't co-sign it.

It just changes the loot table around. Low level stuff instead of high level items; still a very rare chance to loot anything good.
