It'll not be turned in/converted, most likely. there's been other players who have missed out on the elite items too.
It's a reward for those who reach the elite cap at the time, and turn in then.

If you mean you did the quest and you forgot to turn it in, it's probably too late. If you mean, you have the hat armor persistence item and not the hat vanity persistence item, the Mt. Fang Prince guy should be able to convert it for you. At least he used to.

I never turned mine in either. For my bear. I was waiting to cap in Nuris and just missed it because they released fang that day.
I haven't tried turning mine in yet but I would def like to. Hope they will still let us upgrade.
I still have the recipe to make the vanity xD
What if someone still had the dingy helm of persistence xD
