Whiskers' 10% armor doesn't work

It works, just it's actually 10% armor mitigation (which isn't visible in player stats), not 10% armor. Description updated if you patch.

What does armor mitigation means and what's the difference between a normal armor?

10% armor mitigation means you take 10% less damage from attacks affected by armor.
Normal armor's effectiveness is relative to the level of the attacker, whereas armor mitigation is not.
